Cash-starved fire departments in California are considering billing people for the help they receive after car crashes and other emergencies.

The Fresno County Fire Protection District board chairman Mike DelPuppo said they began to think of this when voters last year rejected a reassessment of their property taxes to help pay for more staff and stations for the fire protection department.

Auto insurers oppose the bill, which they say will make their customers pay twice - through their insurance and taxes - for emergency services. California is considering laws for some kinds of payment: a bill by Assembly Member Anthony Portantino (D-Pasadena) will allow insurance billing if crashes are caused by under-the-influence drivers or negligence.
