Canadian law targets car theft as organized crime

Author: A bill introduced yesterday in Ottawa makes it a crime to "alter, destroy, or remove" a vehicle's identification number, or to traffic property obtained by crime or have such property for the purpose of trafficking.
Justice Minister Rob Nicholson said the legislation targets middlemen who move the stolen property and all those involved up to the sale to the consumer.
Car theft is a $1-billion-a-year industry in Canada, and organized crime is involved in it.
